On August 14, a legislative research delegation from the Provincial Department of Justice and Provincial Department of Ecology and Environment—led by Director Guo Xiaohong and Researcher Fang Yingping—visited Zhejiang Kaihua Mould Co., Ltd. Accompanied by Chen Cheng, Deputy Director of the Municipal Bureau of Justice, and Liu Yuming, Director of the District Bureau of Justice’s Political Department, the team conducted in-depth research on the Measures for the Prevention and Control of Noise Pollution in Zhejiang Province.

During the visit, the delegation was warmly received and escorted throughout by Kaihua’s Deputy General Manager Li. The group first toured the company’s exhibition hall, where they gained detailed insights into Kaihua’s development history and industrial layout in the injection mould and injection mold sector. They then proceeded to the production workshop, inspecting on-site noise prevention facilities and operational protocols specific to the manufacturing of injection moulds and injection molds.

At a subsequent symposium, Director Guo—who heads the Provincial Department of Justice’s Third Legislative Division—and Kaihua Chairman Liang Zhenghua engaged in extensive discussions centered on noise pollution prevention legislation. Director Guo commended Kaihua for its effective noise control measures in injection mold production, carefully noted the challenges the enterprise faces in practical operations, and documented key legislative recommendations. These inputs will serve as valuable references for refining local laws and enhancing the enforceability of relevant regulations.
